PNA May General Meeting Minutes

Date:May 18, 2023
7:00 pm   Present: Board, Mary from COP, Waste Management, and 23 neighbors

Agenda details

I. Welcome and Introductions

  • Everyone present put name in bowl for drawing and entered their address via a QR code

II. Hybrid Meetings – Pros and Cons – Vote

  • Cons included logistics, sound quality, unavailable equipment, and possibility of limited audience compared to effort
  • Pros included increased inclusivity and transparency, city recommended, and increased participation through expanded opportunities
  • Other suggestions included providing sound only without video, outside meetings, moving the meeting to a place that already has the equipment (but that would also mean changing the date), and providing additional opportunities for input
  • The point was made that if we are not going to mandate masks, then by not providing zoom we are essentially telling the disabled and the immunocompromised they are not welcome

Patrick first proposed sending out a survey to gauge interest – that was dismissed as it wasn’t clear how to determine whether or not there was significant interest

It was then motioned that we immediately seek help in figuring out how best to conduct hybrid meetings, as that is the preferred way to go. 20 people voted in favor of this proposal.

III. David – Update from North Portland Chairs Meeting

  • BES presentation promoted the clean rivers rewards program for mitigating storm water – www.portland.gov/bes to sign up
  • North Portland in Motion has 2 upcoming opportunities for input

May 23 – in person at the Firehouse
June 6 – via zoom specifically for seniors and disabled www.portland.gov/transportation/north-portland-motion for more information

IV. Drawing!

Neighbors Colleen, Linda, and Carissa all won $25 Gift Cards to Casa Zaroya

V. Survey Results

Patrick will post all results on our website www.piedmontneighborhood.com, but highlights include:

  • 211 Responses from 2600 hand delivered postcards
  • Peninsula Park #1 asset
  • Crime and Homelessness #1 concern
  • Farmer’s Market #1 wish

Lessons Learned:

  • People hate ranked choice voting
  • Need more community outreach prior to such a massive undertaking

Patrick proposed connecting like-minded individuals via email with regards to special projects like concerts and farmer’s markets. This was favorable to all present.
